Llanelli man dumped his rubbish near his home three times

A Llanelli man who dumped his household rubbish three times in the next street to his home has been punished.

Ivan ISTOK, of Ralph Street, in Llanelli, must pay over £400 after he admitted leaving the blue bags which contained food, nappies and glass in Robinson Street.

Llanelli magistrates heard the 44-year-old was first issued with a Section 46 Notice by council enforcement officers for failing to adhere to waste policies after his blue bags containing food were found in the street in May last year. 

Three months later more blue bags belonging to ISTOK were found dumped in the same street - this time containing nappies and glass.

Four months later ISTOK was filmed by a resident dumping 10 black bags of rubbish in Robinson Street. 

ISTOK was issued with a Fixed Penalty Notice but despite reminders no payment was made and the case was taken to court by Carmarthenshire County Council.

Breaching a Section 46 Notice can lead to prosecution in the magistrates court where the maximum fine is £1,000.

In mitigation ISTOK said he thought he was putting them out at the correct location and, as he speaks very little English, he didn’t understand.

He was ordered to pay £100 for the first two offences. No separate penalty was imposed for the third and he must pay £299 costs. He must also pay £30 victim surcharge.

The council’s executive board member responsible for enforcement, Cllr Philip Hughes said: “There are no excuses for these incidents which happened on three occasions. This kind of waste should have been sorted in the correct bags and placed outside his home for the usual rubbish collection. Dumping waste in another street is unacceptable and we will continue to take action on anyone who flouts the law.”
